abstract: in the implemetation of basic living allowances in Hefei, to scientifically and rationally define the object of basic living allowances is the foundation for establishing and perfecting the policy. based on the status quo of deciding the object for basic living allowances, this article analyzes the problems existed in the policy and the imnplementation of basic living allowances. Finally, by drawing on experience of assistance in comprehensive consideration in Hongkong and evaluation center for family pecuniary condition in Shanghai, this article disscusses the difficulty in designating basic living allowances in Hefei and offers specific measures to solve these problems. This article also raises strategical advice on perfecting the system for the minimum living standard security system in Hefei.
