根据巴西税务总局颁布的有关清关放货的规定（IN1.356/2013号规定），为避免日后产生争议，接中海集运通知，特向广大托运人及订舱代理告知如下：“Pleasebe advised that under Brazilian law, the carrier is obligedtodischarge cargo to the port operators and thereafter has no controloverrelease of the cargo. According to Brazil’s regulations, cargocan bereleased by the local authorities and other entities withoutproduction and/orpresentation of the carrier’s original bill oflading. This situation is beyondcarrier’s control andresponsibility and means that the original bill of ladingdoes notsecure the control and possession of the goods carried under it.”
