就近原则，根据靠近be动词的那个名词的单复数来决定be动词的形式。

there is a pen and two boooks . is --- a pen
there are two books and a pen . are -- two books本回答被提问者采纳

根据就近原则，如果后边挨着接可数名词复数，就用are，如果后边挨着接单数或者是不可数名词就用is。
