近来有关民间借贷的话题时时见诸报端，显示了民间借贷之活跃和民间借贷对国内经济、民众生活产生的影响之巨大。当前民间借贷现状究竟如何？是否存在巨大风险？民间借贷对中小企业发展和百姓生活产生了什么样的影响？民间借贷的活跃揭示了什么？民间借贷发展与出路在哪？这些发生于我们身边的经济现象值得我们总结与研究。
本文围绕民间借贷的现状、成因、风险与困境、发展对策与出路展开了不同层面的研究与分析。
本文系运用规范研究方法进行的专题研究。全文分为六个部分：第一部分，以民间借贷典型地区--温州的民间借贷情况作为研究对象，从借贷规模、利率、用途与来源等方面从侧面阐述了民间借贷的现状；第二部分，分析了民间借贷活跃的成因；第三部分，分析了民间借贷的风险与困境；第四部分与第五部分，分析了民间借贷对经济发展的负面影响与正面作用；第六部分，系统分析研究了民间借贷发展的出路与规范对策。
