为什么条件状语从句，前后是主动，就是ING形式啊？有这个说法吗？能否给讲解下这种情况下TO DO 和DOING的区别

To become改为 Becoming,这是个条件状语从句吧,要怎么怎么样,就要```,前面和后面的主语是主动关系吧,动名词吧
不是这个的话就是后面的TO的问题了,NEED做情态动词后面就不要TO,如果做实意动词的话前面也必须加TO

还有应该是member of the civic association吧?不是说公民协会的会员么?

要成为公民协会的会员，只需要参加3次会议，并定期支付他的费用就可以了.

我觉得是to pay这里错了，因为前面谓语是need接attend,后面怎么会to pay？
