关于英语中量词的问题

当量词为单数，后边的名词为复数时谓语动词和代词分别为什么？比如：a pair of shoes
当量词为复数，后边的名词为不可数名词是谓语动词和代词分别是什么？比如：two glasses of water

当量词为单数，后边的名词为复数时，如：a pair of shoes 谓语动词为单数，代词为it。
当量词为复数，后边的名词为不可数名词时，如：two glasses of water 谓语动词为复数，代词为they/them

主语和谓语是就近一致，只要 和主语谓语相近的 数词是单数，主语和谓语就是单数就像：It is a pair of shoes
但是和主语谓语相近的 数词是复数，主语和谓语就是复数就像：They are two glasses of water!

a pair of shoes 视为单数如：There is a pair of shoes under the table.谓语是is . two glasses of water 视为复数如：There are two glasses of water on the table.谓语是are.
