区别：

一、含义不同

mean to do是打算做；有意做的意思，be meant to do是有照道理、照规矩，应该做某件事的含义，如：Do not think you and I need not examine ourselves or be on guard because it is meant for only a few people and has nothing to do with us. 不能解释为这个决议只是针对个别的人，对于我们、对于我自己无关，因而可以疏于检查和防范。

二、搭配不同

mean to do后面接动词原形，mean通常不与否定的动词不定式搭配。如：Don't be too hard on the boy; he didn't mean to do it.  对这个小男孩不要太严厉了，他不是故意这么做的。  I did not mean to do it，我的意思是我们的本意并非如此。
