blame的两个意思，一个是表示主动的指责某人,一个是含有被动含义的"应负责任"
前者当然有被动形式,意思是被指责,后者则是以不定式的形式出现.
与Who is to blame for starting the fire 一般习惯用法是后一种,前面的不能说错但很少用,而且表达的是被动概念,与后者意思不同.

谁被指责?

谁应负责?
