It's better to participate than to see only.
As we all know actions speak louder than words. When we want to do something, we can not only just say it, we should participate in it. Or else, we never know the real situation details of it. Take driving cars for example. Some people say driving is easy, and always judge people for their driving skills. But they never try. Then they would never know what would happen when they drive by themselves. They probably don't know how to handle many real traffic issues on the roads without anyone by their side.
So we can see, it's better to participate than to see only.
