定语从句

不按时教作业的人是我最恨的人。有两个说法哪个对，为什么？
1、people who don't hand in work on time is who i hate.
2.people who don't hand in work on time is people who i hate.
汉语最恨的人中最恨的是定语，我个人觉得第二个对。请大家多多指教！
