一、表示语态不同
1、based on 以……为基础，表示被动语态。based是base的过去分词形式。
2、basing on 以……为基础，表示主动语态。basing是base的现在分词形式。
二、用法不同
1、如果base on 和句子逻辑主语是被动关系，就用based on。
Based on the quantity you need，a big discount is allowed by us.
（其中，逻辑主语是 a big discount，也就是“大折扣是以你们需要的数量为基础”，a big discount和 base on 是被动关系。）
根据您需要的数量，我们可以给您很大的折扣。
2、如果base on 和句子逻辑主语是主动的关系，就用basing on。
Basing on the quantity you need，we can allow you a big discount.
（base on 的逻辑主语是we （我们），“我们以你需要的数量作为基础”，we 和base on 是主动关系）
根据您需要的数量，我们可以给您很大的折扣。
三、表示主动被动关系不同
1、basing on以……为基础，表示与逻辑主语的主动关系。如：
When we think what is a rational way to behave , basing on our assumption about the future on the past just is rational. （base on 的逻辑主语是we 我们，存在主动关系）
当我们在思考行为的理性运动为何物时，都是基于过去对未来的的理性假设。
2、based on以……为基础，表示与逻辑主语的被动关系。
We allocate the cost of the purchase among the different types of assets acquired based on their relative market values.（base on 的逻辑主语是the cost of the purchase 购买成本，存在被动关系）
我们根据购买资产的相对市场价值，将购买成本分配给不同类型的资产。
