dead 作为名词使用时有两个词义：

逝者，死者。通常和 the 合用，复数概念；

严冬酷寒（冬天最冷的时候），最黑暗的时候。也要用 the。

上面的句子显然是第一个词义。第一句中应该还有 are：The dead are said to return to their homes.

第二句前面似乎还有一个单词 festival，即 the festival for the dead is held once a year in Japan.

这两句应该出自一篇谈论清明节一类纪念死者节日的文章。
