连词whether和if都可以作“是否”解，但并非在任何情况下都可通用。下列情况只用whether，而不用if。
1.与不定式连用。
She if no sure whether to stay or not.她不能确定是否留下。
The question whether to go or stay is still
undecided.是去还是留下来的问题仍未决定。
2.与介词连用时。
There has been no news about whether they have finished their
work.他们是否已经完成了工作还是没有消息。
It depends on whether he is at home.这件事是看他在不在家。
3.在动词discuss后。
We haven't disucussed whether we should send the students to
the conference.我们还没有讨论要不要派学生去参加会议。
We discussed whether we should close the shop.我们讨论了是否应该把店关掉。
4.or not 紧接在whether之后时。
I asked my father whether or not I should buy a
bike.我问父亲，我是否应该买辆自行车。
Mary asked me whether or not she should come.玛丽问我她是否应该来。
5.引导主语从句，特别是从句置于句首时。
Whether it is remains a question.到义是真是假，还是个问题。
Whether they will finish the work does not matter too
much.他们是否能完成工作关系不大。
6.引导表语从句时。
What we want to know is whether they will come.我们想知道的是他们是否会来。
The question is whether it will rain.问题是天是否会下雨。
7.引导同位语从句时。
The question whether he will go or not has not been
decided.他是否去的问题尚未定下来。
8.引导让步状语从句时。
I will start tomorrow, whether he askes me or
not.不管他要不要我去，我明天都要动身。
Tom will buy a new car, whether his father permits him or
not.不管汤姆的父亲是否允许，他（汤姆）一定要买辆新车。
为了进一步方便记忆，我们把上述内容可编成下面的顺口溜：
主从表从同位从，if不用whether用；
discuss和介词后，whether引导宾语从；
不定式or not 紧跟走，whether独能显神通；
宾从如是否定句，if发挥其功用；
避免歧义要慎重，其它情况可换用。

Please let me know if you want to go.
Please let me know whether you want to go.
if从句可理解为宾语从句，意为“请告诉我你是否想去”；此句又可理解为条件状语从句意为“如果你想去的话，请告诉我一声”。
1、whether可置于句首引导主语从句, if 则不能
如：Whether the 2000 Olympic Games will be in Beijing is not known.
2000年奥运会是否会在北京还不得而知。
2、whether可引导表语从句 , if 则不能
如：The question is whether it is not worth doing.
问题是它是否不值得做。
3、whether 可引导同位语从句时, if 则不能
如：The question whether the students answered correctly should be decided by the teacher.
学生回答是否正确的问题应由老师决定。
4、宾语从句置于句首表示强调时,用whether ,不用 if
如：Whether this is true, I can't say.
我不能说这是不是真的。
5、在介词之后只能用whether引导宾语从句,而if 则不能
如：Success depends on whether we make enough effort.
成功取决于我们是否付出足够的努力。
6、在动词不定式之前只能用whether , 而if不能
如：Please tell us whether to go or stay here.
请告诉我们是去还是呆在这里。
7、在某些动词（如 discuss ,decide ）之后,只能用whether ,而不用 if引导宾语从句
如：We discussed whether we should close the shop. （虚拟语气）
我们讨论了是否应该关闭这家商店。
